OEE summaries can still be useful as a headline, but without context they recreate old fights in new software. Executives need to see whether the plant agrees on signal truth, whether maintenance and operations route work the same way twice, and whether reviews happen on a calendar. If those foundations wobble, OEE becomes a number people argue about instead of a lever people use.

Block one: connectivity and coverage truth
Ask plainly which constraint resources are actually instrumented end-to-end versus assumed on a slide. Coverage maps should distinguish “planned,” “installed,” and “trusted by the floor.” The gap between installed and trusted is where scale-up risk lives.
Block two: signal quality and escalation discipline
Where you measure false escalations, ignored alerts, or acknowledgement times, put those numbers beside connectivity counts. Credibility is an operational metric. If supervisors are muting channels or operators treat alerts as weather, your scale story is weaker than the connection total implies.
Block three: maintenance and operations alignment
Score whether IoT-driven triage matches planner reality: duplicate tickets, watchlists that never age, interrupt caps ignored. Alignment is not friendship; it is whether the same evidence produces the same routing decisions week to week.
Block four: governance cadence that actually runs
Track completion of reviews—signal dictionary changes, override audits, threshold tuning sessions—not only whether they appear on a charter. Planned governance that never happens is a liability during audits and turnover.
Block five: integration now, next, never
Publish honest status for MES, CMMS, and quality links with reasons and dates. “In progress” without a boundary is how debt hides. Executives should see what is intentionally deferred as clearly as what is live.
Keep the narrative to one page
If the IoT story requires a deck of appendices, the operating system is still immature. A strong executive summary states what improved, what remains fragile, what is deferred on purpose, and what risks require a decision this quarter.
Scorecard sanity check: evidence categories stay stable month to month; low scores have named owners; integration debt is visible without euphemism; operator trust is discussed with observable behaviors, not slogans.
